Dialog for users to change their avatar

On the user menu in Google apps like GMail and Drive, the user can click the change link on their avatar photo and it pops up a dialog where they can change their avatar photo right there, without leaving the app.
I know Google offers helper dialogs elsewhere, such as the Google Drive File Picker and Sharing Dialog. Is the Profile Photo Dialog available for app developers to use, too?
We encourage users of our app to add their photos so others recognize them in person. Anything we can do to simplify the process for users to set their avatar the better.
