log4net not logging after msi paket build in c#

I have setup log4net in code form in my project and when I run my project in VS the logging works as expected. When I build a msi file with Microsoft VSIX Installer tool and install the word add in, the log file is created but nothing is logged to that file.
My Logger:

Hierarchy hierarchy = (Hierarchy)LogManager.GetRepository();
PatternLayout patternLayout = new PatternLayout();
patternLayout.ConversionPattern = "%date %level %logger - %message%newline";

RollingFileAppender roller = new RollingFileAppender();
roller.AppendToFile = true;
roller.File = Environment.ExpandEnvironmentVariables(@"%USERPROFILE%project-logsproject.log");
roller.Layout = patternLayout;
roller.MaxSizeRollBackups = 20;
roller.MaximumFileSize = "10MB";
roller.RollingStyle = RollingFileAppender.RollingMode.Size;

What could be the problem?
