ASP CORE localizer XML insead of Resources

I'm looking for advice.
I implement own IStringLocalizer which have a source XML file.



Why XML? Because sometimes I need to update translation and don't want to rebuild and publish hole application again.



Since I'm a little bit confuse about all this can someone tell me :



1) is the xml source good ide?
2)should I keep html strings in translation file ? ("<ul> <li> word1</li> </ul>")
