Changing the installation directory using pip causes errors

Im making a python environment inside a container, and I need to install my dependencies to a specific directory.



I added the --install-option="--prefix=/path/to/dir" option to pip, but then I get an error in setuptools when during the installation of one of the packages.



I get the following error:



/usr/local/lib/python3.6/site-packages/pip/_internal/commands/install.py:211: UserWarning: Disabling all use of wheels due to the use of --build-options / --global-options / --install-options.
cmdoptions.check_install_build_global(options)
Command "python setup.py egg_info" failed with error code 1 in /tmp/pip-install-v2zli45g/tables/


I read that this is a setuptools error that is usually solved by running:



pip install --upgrade setuptools


But this didn't do the job and the container has the latest version of setuptools.



Any ideas why is this happening when I change the installation dir (when I run pip install -r requirements.txt without the prefix option it runs fine)



EDIT:
As expected, other packages using the same module to install are also failing (this is not package related)
