Check if an IP is blacklisted [on hold]

I want to develop a project that will check for a list of IP's if there are blacklisted or not, but in order to do that i need to know if there are any API's offered either from google or Microsoft that lets you check if an IP is blacklisted? I searched by myself but i couldn't find anything specific, does anyone knows how to guide me?
