Google sheet SUMIFs() fixed range issue [on hold]

i am trying to apply the formula for sumifs based on a fixed range and i cannot get results.



please have a look at screenshots for better understanding of the issue, formula is mentioned there in formula bar and i have tried everything i could with my limited knowledge but i am not able to figure it out.
