Disable Notifications popup from Android Platform without removing StatusbarNotifications so I can access it...

I need to develop notification app for the android platform and I need to disable the default android notification popup for all applications from the platform. When I try to implement what is provided in the settings application the app will not post notification at all, so my custom notification application which is a system application cannot access them from 



notificationManager.getActiveNotifications();


I need to disable the popup only. I tried to do modifications in
Notification.java, NotificationManager.java and NotificationManagerService.java
in the android platform but still no luck.`Could someone with platform coding experience help me.



NB. Please do not put duplicate of xxxx without reading what I want. I have searched everywhere for a solution and haven't found anything useful.

          1 I tried to upgrade a yummy sandwich made of two test slices (@JsonTest and @JdbcTest in my case, crunchy test code in between) adding spring boot 2.1 flavour to it.
