how to get posts with tax query, tax id being primary category for data

I don't know it's possible or not but I have following scenario.
I need posts with tax_id = 1. Now post1 has multiple category (say 1 and 2) and 2 is primary category. Now when I make a query I need data post1 only when tax_id = 1 is made primary category.
Is this possible or not.
Any help/suggestions are welcome.
