Android SDK 27 failed to read or create install properties file (Need for Unity 2018.2.15)

I'm trying to install Android SDK Platform 27, but I just can't. I keep getting this warning and nothings gets installed: Failed to read or create install properties file.

I'm following this Unity tutorial:

This is the instruction I am using:



toolsbin>sdkmanager "platform-tools" "platforms;android-27" "build-tools;27.0.3" "extras;google;usb_driver"



I am in the right folder because I was able to get the list of the packages. I looked for info here: https://developer.android.com/studio/command-line/sdkmanager and I still cant find out whats the problem.



Also the JDK I isntalled was jdk1.8.0_191



Thanks a lot for your help.



By the way I'm installing 27 instead of 28, because my testing phone has Android 8.1
