How to calculate weights for pages without Inlinks or Outlinks in WEIGHTED PageRank?

I am trying to implement a variant of PageRank proposed by Wenpu Xing and Ali Ghorbani (see page 4 in the below link) in Matlab. In this variant, the weights require each page to have inlinks from a reference page so that their weight can be calculated per the formula provided in page 4 of the below link.
However, some pages in the network do not have any inlinks at all. Also, some reference pages may be connected only to pages without outlinks, causing it to be impossible to calculate the weight of their outlinks (0/0 is undefined).
Does anyone have any idea how the exceptional cases I mentioned above are handled?
