Looking up data based on dates in excel

I have 2 data sets, A and B. Each set includes an ID number, a QTY and a posting date. I want to quantify how many times an ID occurs in set A and how many times an ID occurs in set B after it has occurred in set A.
For example:
So we can see that ID 10000104400 has total quantity of -2 between 4/30/18 - 7/23/2018 and I would only care about what was adjusted in after these dates. So looking at Data set B I only care about the quantity of 1 on 9/26/2018.
I've tried using vlookups and sumifs but I am having a hard time writing a formula to get the output I am looking for.
Any help would be appreciated!
