STS spring tool suite: maven build: “Failed to read artifact descriptor for...

i'm trying to build a spring project using maven, here is the error i get:




Plugin org.apache.maven.plugins:maven-install-plugin:2.4 or one of its
dependencies could not be resolved: Failed to read artifact descriptor
for org.apache.maven.plugins:maven-install-plugin:jar:2.4: Could not
transfer artifact
org.apache.maven.plugins:maven-install-plugin:pom:2.4 from/to central
(https://repo.maven.apache.org/maven2): Cannot access
https://repo.maven.apache.org/maven2 with type default using the
available connector factories: BasicRepositoryConnectorFactory: Cannot
access https://repo.maven.apache.org/maven2 using the registered
transporter factories: WagonTransporterFactory:
java.util.NoSuchElementException




I use (on windows):




  • STS Version: 3.9.6.RELEASE, Platform: Eclipse 2018-09 (4.9.0)

  • JDK 1.7.0_80

  • Embedded Maven version: 3.5.3


I can see in the maven console that the build is done (as requested in the params) with



 mvn -B -U -Dmaven.test.skip=true -DskipTests clean install


(am pretty new to maven so don't really know if i'm providing enough infos..)



Any idea on how to fix this ?
