CreateResourceGroupWatcher alternative in .NET framework

I want to use the functionality of AppDiagnosticInfo.CreateResourceGroupWatcher that is a part of UWP appDiagnostics capability in the .NET framework to execute an action as soon as another thread (not made by my program) is suspended. I have found ProcessThread.ThreadState that return the state of the thread, but I want to react quickly and polling every 50ms is quite resrouce-intensive.



What is a way to achieve a "ThreadStateWatcher" in .NET?
