How to encode ampersand in java?

I am trying to encode URL parameters in Java. The URL I want to encode is:



String refer = "/login.do?refer=/list.do?page=1&keyword=abc";
refer = URLEncoder.encode(refer, "UTF-8");



But, the getParameter("refer") and getQueryString() are different from each other when I receive the parameter value from the receiving side.




  • getParameter("refer") => /login.do?refer=/list.do?page=1&keyword=abc

  • getQueryString() => %2Flogin.do%3Frefer%3D%2Flist.do%3Fpage%3D1%26keyword%3Dabc


I want to getParameter("refer") as '%26' like getQueryString(). But I want to know why &.
