android services: what does enabled do?

According to android doc about SERVICES:




android:enabled

Whether or not the service can be instantiated by the
system — "true" if it can be, and "false" if not. The default value is
"true". The element has its own enabled attribute that
applies to all application components, including services. The
and attributes must both be "true" (as they
both are by default) for the service to be enabled. If either is
"false", the service is disabled; it cannot be instantiated.




What do they mean by "instantiated by the system" if i set true is android going to start up my service without my code being invoked?



if this enabled is just like has same semantic of most UI components enabled (can be used or not) when would someone deploy a service into an app that cannot be launched?
