How many detectors of this design are required to achieve the threshold?

A system for detecting release of materials will have identical and independent detectors; the standard detector has a 0.7 probability of detecting the materials and a 0.05 probability of giving a false alarm.
The failures of the detectors follow a Poisson distribution with an average of 0.2 failures per year.
The threshold for materials detection is required to be 0.99 (i.e. the likelihood that the release is not detected is 0.01). The detectors are tested once per year, and immediately replaced / repaired if necessary.
