Android Notifications: Heads Up & Lock Screen Notification

I'm using the following code to show both heads up & lock screen notification but couldn't get it working. Can anyone find out what possibly could go wrong?
It only works if I turn on the heads up & lock screen notification from phone's settings. I'm testing this code on Xiaomi Redmi 5A device.
