Rotation of line (imposed always over the display)

I want to make an android app, in which a Red colored line is always displayed on the screen and I want to rotate this line using the two fingers one as a pivot point for the line and the other finger for the rotation purpose. Can anyone help me how to start with that ?



I want this line not in the app only. I want to implement the app as a enable/disable kind of app, in which when I enable app , the line should be visible on the top of the display.
