Wix 3.11 Major upgrade issue “WriteIIS7ConfigChanges Failed when setting WebAppPool identity”

I am a newbie to WIX. I am trying to implement upgrade for our product using wix. I have read somewhere that new versions of WIX are coming with "MajorUpgrade" tag which takes care of upgrading the product. So this is what I have used.



<Product Id="*" Name="$(var.ProductName)" 
Language="1033" Version="$(var.ProductVersion)" Manufacturer="$(var.Manufacturer)"
UpgradeCode="$(var.ProductUpgradeCode)">

<Package Id ="*"
InstallerVersion="200" Compressed="yes" InstallScope="perMachine"
InstallPrivileges="elevated" />

<MajorUpgrade Schedule="afterInstallValidate" AllowDowngrades="no" AllowSameVersionUpgrades="yes" MigrateFeatures="yes"
DowngradeErrorMessage="A later version of [ProductName] is already installed. Setup will now exit."

I have the following problem now.



1) Major upgrade tag with Wix 3.11 is giving me this error. "WriteIIS7ConfigChanges Failed when setting WebAppPool identity .
Because of this, upgrade is failing. I came to know that this is an issue with WIX 3.10. Don't know whether the issue is still not resolved in 3.11. If the issue is not resolved, How can we get past the above mentioned error?

It is a blocker for us. Any help in this regard will be very much useful for us.
