C# compiler allowing unassigned local variable in .NET Standard 2.0 class library

Consider the following code:

public static void foo(System.Reflection.Emit.ILGenerator il)
{
System.Reflection.Emit.Label label;
il.MarkLabel(label);
}

In a .Net framework class library or Console App, the code will cause a compiler error:

Error CS0165 Use of unassigned local variable 'label'

However, when I create a .Net Standard 2.0 class library in Visual Studio 2017, (Add nuget package System.Reflection.Emit.ILGeneration 4.3.0), the above code compiles without any errors. What's going on here?
