UDP SERVER message sending

2

I have an exectuable which might look like a C compiled and made an executable file, and I have to send an message to this UDP server and I have no idea how also send a message from a specific IP address, any idea how could I do this?

When I run the executable and then netstat -ul to show me all the UDP servers I get 2 of them

PROTO Recv-Q Send-Q Local Address ForeignAddress State

udp 0 0 *:bootpc *:*

udp 0 0 *:42424 *:*

So my guess is that my PORT for my UDP server is 42424 and I want to send it a packet, but I have no idea how to do that and also spoof my ip to 4.3.2.1 and send the packet with that IP, any idea how to do that?
