vuecli 3 static image assets handling

I am using vuecli 3 to create a web application prototype. My references to image assets are not being handled by any system. There are no errors or evidence that URLs are being noticed.
Component vue file template
<div class="icon" style="background-image: url('./assets/document.png')">
Output html
<div class="icon" style="background-image: url('./assets/document.png');"></div>
Vuecli and Webpack together should be turning my links into something else. According to the documentation this should be happening automatically. I have tried variations on the url including using ~@
and the result is the same.
Elsewhere I am using require('./assests/document.png')
in javascript and this is being processed into a base64 encoded inline image successfully.
