How to verify a gpg signature with certutil

I have downloaded an installer (.msi) and its companion signature (.gpg file).



How can I verify this with certutil, which I already have on my Windows 10 system (compared to gpg4win, gnupg, etc... which I don't have and would require that I check their signatures before being able to install them…chicken and egg issue)



Bonus question: If I right click on the installer (.msi), and select properties, there is a Security tab that says the file has been signed by XXX and that the signature is valid. Can I trust that and how can this be without pointing to the signature file ?
