Terminology: Function fixed on boundary

What exactly does it mean for a function to be fixed on some boundary? Is it the same as saying that the function equals som constant on the boundary?
Let's say $u$ is some function on some domain $Omega in mathbb{R}^2$ and that $u$ is fixed on the boundary $partialOmega$ of $Omega$. Is this the same as saying that $u(x,y)=C$, $Cin mathbb{R}$, $forall (x,y)in partialOmega$?
