Loop li tags through array and show and hide them if count exceed 20

I want to show <li> tags for the labels and if the label count is more that 20 then it should show 20 and add 'see more' to view and hide other labels.



below is my code



 var rows = '';
$.each( data, function( key, value ) {
rows += '<li><a href="#" title="' +key+ '" data- id="'+key+'">' +key+ ' (' + value + ') </a></li>';
});
if (data) {
$("ul#labels").html(rows);

How to proceed this to limit 20 and add see more.
